Description

Description: Based on the RWI report on the evaluation of the parental leave and benefit reform (Bundeselterngeld- und Elternzeitgesetz, BEEG) a complimentary analysis of the effects of the reform was conducted. Thereby, the focus lay on the effects of the new parental leave and benefit regulation on employment, in particular of the labour force participation of mothers and fathers. In addition, parents were asked how they plan to secure their economic standard of living as well as on the impacts on the intra-family work allocation.

Note: The focus of the study lies on the effects of the new paternal benefits on employment, in particular on the labour force participation of mothers and fathers. In addition, the importance of structural determinants in the work-place for a flexible compatibility of family and work was analysed. Furthermore, the extent to which paternal benefits help secure the economic standard of living during and after their receipt was studied. Lastly, the effect of the parental leave and benefits reform on intra-family work allocation was analysed. The difference to the repost/dataset Young Family 2008: 1. The report also includes the analysis based on the dataset "Young Family 2008" which allows for the identification of causal effects of the parental leave and benefit reform due to the comparison between a treatment and a control group (which is parents whose child was born shortly before the reform). The survey Young Family 2009 only allows for a descriptive, yet comprehensive analysis of the development since the introduction of the new parental leave and benefits regulations. 2. For the survey Young Family 2009 parents were asked for their situation and behaviour after the receipt of the parental benefits for the first time. Hence, for the first time this allows for a description of the medium-run development of the situation of young families after childbirth.
